 Background:&amp;nbsp;&amp;nbsp;&amp;nbsp;
 


The trade in wildlife and wildlife products is increasingly shifting to online platforms, especially since the outbreak of COVID-19. However, cyber-enabled Illegal Wildlife Trade (IWT) is often overlooked, falling at the intersection of agencies&amp;rsquo; responsibilities. Environmental police departments often lack the skills and expertise to detect and investigate online wildlife trade and high-tech/digital crime police departments are often unaware of or knowledgeable about the operations of wildlife criminals and pay little attention to detecting and investigating online IWT. A lack of cooperation between these agencies hampers investigations.&amp;nbsp;&amp;nbsp;

Besides, despite wildlife trafficking being a significant money laundering threat, Viet Nam&amp;rsquo;s law enforcement agencies (LEAs) make minimal use of financial intelligence when tracing proceeds of wildlife crime, investigating money laundering and associated predicate offenses. Similar to challenges to address cyber-enabled wildlife crime, there is minimal cooperation and exchange of financial intelligence regarding wildlife crime between relevant stakeholders and competent law enforcement authorities in Viet Nam.&amp;nbsp;

In this situation, the stakeholder analysis and review of their existing inter-agency collaboration and cooperation mechanisms on detection and investigation of cyber and financial-enabled IWT in Viet Nam will help identify what can be improved. Therefore, WCS is seeking a consultant to support us in researching this issue. Results of this research could be presented in&amp;nbsp; workshop/s on the topic hosted by WCS and its government partners and be a good reference for different agencies.&amp;nbsp;

2. Objectives:&amp;nbsp;&amp;nbsp;


 
 To identify and analyze stakeholders relevant to detecting and investigating cybercrime and financial crime associated with IWT in Viet Nam.&amp;nbsp;
 
 
 To identify and clarify the mechanisms for cooperation within police forces and among police forces and other stakeholders in detecting and investigating cybercrime and financial crime associated with IWT in Viet Nam.&amp;nbsp;
 
 
 To figure out the advantages and disadvantages, gaps and loopholes in the existing collaboration and cooperation mechanism (if any), then provide recommendations to improve the effectiveness of CWT.

    Listing all stakeholders involved in detecting and investigating cyber and financial crimes related to IWT in Viet Nam, including but not limited to stakeholders such as police forces, customs agencies, banks, etc. and analyzing their respective roles.&amp;nbsp;&amp;nbsp;
    
    
    Indicating mechanisms for cooperation between police forces and between police forces and other stakeholders, such as customs agencies, banks, etc. in detecting and investigating cyber and financial crimes related to IWT.&amp;nbsp;
    
    
    Identifying advantages and disadvantages of applying the indicated mechanisms.&amp;nbsp;
    
    
    Giving recommendations to improve the effectiveness of cooperation within police forces and among police forces and other stakeholders in detecting and investigating cyber and financial crimes related to IWT in Viet Nam.&amp;nbsp;
    
   
   
   
   A research report (about 30 pages excluding the appendix) on the current cooperation mechanism in detecting and investigating cybercrime and finances associated with IWT in Viet Nam and;&amp;nbsp;&amp;nbsp; recommendations.&amp;nbsp;

4. Requirements (selection criteria):&amp;nbsp;


 
 Master or Doctor degree(s) in law, criminology, security science or related fields.&amp;nbsp;
 
 
 At least 15 years of relevant experience in law enforcement and/or training education for law enforcement forces and/or academic research.&amp;nbsp;
 
 
 At least three research products related to financial investigations, cybercrime, economic crime or related fields.&amp;nbsp;
 
 
 Experience in inter-agency collaboration and CWT field would be preferred.

With more than a century of experience, long-term commitments in dozens of landscapes, presence in nearly 60 nations, and experience helping to establish over 150 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding, and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities.&amp;nbsp;&amp;nbsp;

II. WCS Viet Nam Program Overview&amp;nbsp;

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity, and actions of the government of Vietnam to combat wildlife trafficking. Through support and cooperation with executive and judiciary sectors, including the Ministry of Public Security, Supreme People&amp;rsquo;s Court, Supreme People&amp;rsquo;s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam has generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalists, researchers, and managers nationwide in investigation and enforcement techniques, legal barriers and distributed a number of technical handbooks and guides. It has assisted central agencies in reviewing and proposing necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts between Viet Nam and Asian, African, and Latin American countries, to detect and respond to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigate pandemic threats through collaborative research, training, and policy development. Recently, WCS Viet Nam has also expanded to species conservation, with a focus on finding and protecting Rafetus Swinhoei in the wild.&amp;nbsp;

III. Job Summary&amp;nbsp;

Under the supervision of the Country Director, the WH&amp;amp;C Team Leader is responsible for:&amp;nbsp;&amp;nbsp;


 
 Overseeing&amp;nbsp; wildlife health and species conservation projects in consultation with relevant WCS Viet Nam Program Managers, Turtle Conservation Coordinator (NY-based Species Program), and WCS NY&amp;rsquo;s Health Programs, including development, execution, coordination, and monitoring related activities;&amp;nbsp;
 
 
 Contributing to the technical works of the team and providing technical inputs to other related grant activities;&amp;nbsp;
 
 
 Building and maintaining effective relationships with relevant government agencies, the donor community, research and academic institutions, and individuals in wildlife conservation in Viet Nam.&amp;nbsp;&amp;nbsp;
 


IV. Responsibilities&amp;nbsp;

A. Grant/Project Development and Implementation&amp;nbsp;


 
 Oversees the team&amp;rsquo;s work plans and budget from inception to execution and reporting;&amp;nbsp;&amp;nbsp;
 
 
 Leads the implementation and monitoring of the team&amp;rsquo;s activities in Viet Nam;&amp;nbsp;&amp;nbsp;
 
 
 Oversees the procurement and inventory of supply and equipment, including reagents, diagnostic kits, and consumable materials for animal health and species conservation works;&amp;nbsp;&amp;nbsp;
 
 
 Provides veterinary/health and species conservation technical inputs into other WCS team&amp;rsquo;s products, e.g., grant reports, IEC materials, training materials, policy briefs, and vice versa;&amp;nbsp;&amp;nbsp;
 
 
 Generates reliable and professional data to catalyze conservation action (report, map, infographic, statistic...) and scientific evidence of zoonotic transmission in wildlife trade chain in coordination with WCS and WCS&amp;rsquo;s partners, as relevant;&amp;nbsp;&amp;nbsp;
 
 
 Oversees the work of the sub-grants, if any, including field-based surveillance activity;&amp;nbsp;&amp;nbsp;
 
 
 Provides inputs into and assures the quality of relevant reports and updates;
 
 
 &amp;nbsp;Provides inputs in grant proposal development, including technical and financial ones;
 


&amp;nbsp;B. Data Management and Analysis


 Oversees the field data collection, data entry, and data management associated with sample collection and tests, and animal management associated with species diversity survey, in-/ex-situ conservation programs;&amp;nbsp;
 
 Leads the production of scientific papers, manuscripts, and publications;&amp;nbsp;&amp;nbsp;
 
 
 Oversees and maintains the database of the WH&amp;amp;C team&amp;rsquo;s partners, training events, and project reports.&amp;nbsp;
 


C. Networking and Partnership

1. Establishes and maintains good working relationships with relevant sub-grants, in-country partners, Vietnamese government agencies, laboratories, and research/academic institutions.&amp;nbsp;

D. Management and Supervision


 
 Supervises and assigns tasks to team members and consultants and provides coaching as appropriate;&amp;nbsp;&amp;nbsp;
 
 
 Inducts properly and timely to new staff on WCS&amp;rsquo;s health and species conservation work and standards.&amp;nbsp;
 


E. Others

V. Minimum Requirements&amp;nbsp;


 
 Bachelor&amp;rsquo;s Degree in a related field of medical doctor/public health/wildlife conservation and/or veterinary;&amp;nbsp;
 
 
 5-7 years of relevant work experience in a similar position, preferably in INGO or international organizations in the conservation/environmental areas;&amp;nbsp;
 
 
 Field surveys and experience in animal handling, biological sample collection, data recording, and sample management are required;&amp;nbsp;
 
 
 Experience with relevant Vietnamese government agencies is an added advantage;&amp;nbsp;

The Program Officer (PO) will contribute to WCS&amp;rsquo;s work in Viet Nam by assisting in the implementation of wildlife health and species conservation-related projects, including:&amp;nbsp;&amp;nbsp;&amp;nbsp;


 
 Supporting in planning and implementing project activities including wildlife disease surveillance, biosecurity risk assessment, and species conservation;&amp;nbsp;
 
 
 Supporting in sustaining partnerships with local, national, and international partners;&amp;nbsp;
 
 
 Ensuring efficient and accurate organization of documentation and finances for species conservation and wildlife health projects, in consultation with direct supervisor and other managers;&amp;nbsp;
 
 
 Supporting to establish a wildlife health surveillance system focused on SARS-CoV-2 and assessing viral spillover risk and wildlife trade and consumption as a pathway for infectious disease emergence.&amp;nbsp;

4. Responsibilities&amp;nbsp;

A.&amp;nbsp;Project activities implementation&amp;nbsp;


 
 Be responsible for planning and implementation of field-based activities, including but not limited to organizing field trip schedules and travel logistics; collections of samples from wild animals, appropriate storage and handling of these samples, and acquisition of export and sample transport permits where necessary for diagnostics;&amp;nbsp;&amp;nbsp;
 
 
 Conduct biosecurity risk assessment at project sites; and provides inputs on safety issues and risks of transmission;&amp;nbsp;&amp;nbsp;
 
 
 Be in charge of field data collection, data entry associated with wildlife disease surveillance and other research studies; supports data tabulation from field surveys, DNA molecular tests, and others as relevant;&amp;nbsp;
 
 
 Run data analysis as instructed and reporting to project partners.&amp;nbsp;&amp;nbsp;&amp;nbsp;
 
 
 Assures timely preparation and report on budget and expenditures of the activities in charge.&amp;nbsp;

Recently, Viet Nam has made many efforts to improve the legal framework for wildlife protection through amending and promulgating new legal regulations in line with domestic law requirements of the provisions of the international conventions, which Viet Nam has joined as a member as well as the practical requirements on combating and preventing crime. In addition, the authorities have issued new Decrees and guiding circulars to amend, supplement and guide the implementation of legal regulations related to wildlife protection. These documents have partly resolved the remaining legal issues in wildlife protection activities and dealt with violations in the previous period.&amp;nbsp;

In 2021, the Criminal Code 2015 was amended and supplemented to resolve some inadequacies in settling criminal cases. However, the content of Criminal Code 2015 (amended and supplemented) has not identified typical issues to assist authorities in criminal settlement related to wildlife effectively.&amp;nbsp;

In this context, WCS Viet Nam would like to recruit an experienced expert to support and develop the report on &amp;ldquo;Reviewing the provisions of the Criminal Procedure Code applied in settlement of criminal cases related to wildlife in Viet Nam.&amp;rdquo;

 Identify difficulties in the process of implementing and applying regulations of the Criminal Procedure Code;&amp;nbsp;

From August to December 2022, WCS Viet Nam in collaboration with the Banking Academy of Viet Nam (BAV) conducted &amp;ldquo;a survey on awareness and capacity of financial intelligence unit and financial service providers to detect and prevent money laundering risks associated with illegal wildlife trade in Viet Nam&amp;#39;&amp;#39;. After the consultation workshop organized in December 2022, WCS and BAV had taken many comments and inputs from national and international experts and revised the survey report. It is scheduled to be launched in May 2023.&amp;nbsp;&amp;nbsp;

Aimed at providing risk indicators and red flags of money laundering in wildlife trafficking for organizations operating in the financial sector in Viet Nam and based on key findings of the survey, WCS Viet Nam is looking for an experienced media/communication agency to provide us with communication support&amp;nbsp; for the launch of the survey report.

I. Organization Background&amp;nbsp;

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. With more than a century of experience, long-term commitments in dozens of landscapes, presence in more than 60 countries, and experience helping to establish over 150 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities.&amp;nbsp;

II. WCS Viet Nam Program Overview&amp;nbsp;

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to combat wildlife trafficking. Through support and cooperation to executive and judiciary sectors, including Ministry of Public Security, Supreme People&amp;rsquo;s Court, Supreme People&amp;rsquo;s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. Recently, WCS Viet Nam has also expanded to species conservation, with focus on finding and protecting Rafetus Swinhoei in the wild.&amp;nbsp;

III. Job Summary&amp;nbsp;

The Program Officer (PO) will contribute to WCS&amp;rsquo;s work in Viet Nam by assisting in the implementation of wildlife health and species conservation-related projects, including:&amp;nbsp;&amp;nbsp;&amp;nbsp;


 
 Supporting in planning and implementing project activities including wildlife disease surveillance, biosecurity risk assessment, and species conservation;&amp;nbsp;
 



 
 Supporting in sustaining partnerships with local, national, and international partners;&amp;nbsp;
 
 
 Ensuring efficient and accurate organization of documentation and finances for species conservation and wildlife health projects, in consultation with direct supervisor and other managers;&amp;nbsp;
 
 
 Supporting to establish a wildlife health surveillance system focused on SARS-CoV-2 and assessing viral spillover risk and wildlife trade and consumption as a pathway for infectious disease emergence.&amp;nbsp;

II. WCS Viet Nam Program Overview&amp;nbsp;

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to combat wildlife trafficking. Through support and cooperation to executive and judiciary sectors, including the Ministry of Public Security, Supreme People&amp;rsquo;s Court, Supreme People&amp;rsquo;s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalist, researcher and managers at nation-wide in investigation and enforcement techniques, legal barriers and distributed a number of technical handbooks and guides. It has assisted central agencies in reviewing and proposing necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bilateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and respond to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. Recently, WCS Viet Nam has also expanded to species conservation, focusing on finding and protecting Rafetus Swinhoei in the wild.&amp;nbsp;

III. Job Summary &amp;nbsp;

Under the supervision of the Grant &amp;amp; Procurement Manager, the Procurement &amp;amp; Logistics Intern&amp;rsquo;s primary role is to support procurement procedures for goods, services, consultants, and logistics for events. &amp;nbsp;

A. Procurement execution:&amp;nbsp;


 
 Prepares forms to get quotations from vendors; reviews and drafts quotation comparisons upon vendors&amp;rsquo; quotations;&amp;nbsp;

I. Background:&amp;nbsp; 

Wild meat consumption remains popular in Vietnam, even during the COVID-19 pandemic and despite law enforcement and communication efforts aimed at reducing consumption of protected species.

Using crime script analysis tools and a Knowledge, Attitude and Practices (KAP) survey, WCS aims to understand the scope of wild meat markets, especially mammals and birds including motivations for sale/consumption, perception of health risks, and effective barriers to sale and consumption. Results will be used to develop a preventative crime model, combining enforcement and behaviour change interventions.

To understand the dynamics of wild meat and popular bird consumption, WCS selected restaurants and the neighborhoods in the urban like Ha Noi and in provinces where birds are commonly consumed in all kinds of festivals and gathering such as in Bac Ninh and Ha Nam to conduct the KAP survey with at least 180 people including men and women at different ages related to their perception and consumption behaviors towards wild meat and birds. WCS needs additional technical support from consultants who have experience in development and deployment of KAP survey with different methodologies including Unmatched Count Technique (quantitative and qualitative) and various tools including focus group discussion, in depth interviews and self assessment.

II. Objectives:

Organization Background

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to combat wildlife trafficking. Through support and cooperation to executive and judiciary sectors, including Ministry of Public Security, Supreme People&amp;rsquo;s Court, Supreme People&amp;rsquo;s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. Recently, WCS Viet Nam has also expanded to species conservation, with focus on finding and protecting Rafetus Swinhoei in the wild.

Job Summary

Under the supervision of the Country Finance Manager, the Program Finance Officer will work as a key member of the Finance team to provide assistance to WCS Vietnam program on financial tasks. The Program Finance Officer supports other functions to work smoothly and at optimal effectiveness.

Responsibilities

A. Financial Management


 Monitors expenditures of grants, sub-grants to ensure all expenses are within assigned project budget;
 Reviews and ensures the accuracy of activities budget, financial documents and records;
 Supports to develop high quality internal and external financial reports to Grant manager, team leaders and regional finance team;
 Attend regular meetings with grant manager, regional finance team and technical team leaders to ensure grant budgets and team budgets are closely managed.
 Leads financial monitoring with sub-award partner(s);
 Supports to the internal or external audits (national and global requirements where needed);
 Supports in budget development for new proposals by preparing templates and reviewing the program budget for proposal;
 Supports to preparation of the fiscal budget, to ensure all staff costs and program cost are built in.


B. Accounting Management


 Contributes to forecast of monthly cash-flow;
 Ensures activity budgets are reviewed timely and follow WCS&amp;rsquo;s policies and in-country financial procedures;
 Prepares, verifies and posts all approved vouchers under assigned grants into accounting system and process payment on daily basis;
 Handle VAT claim for assigned grants;
 Monthly reconciles, keeps track of and clear balance sheet accounts.


C. Internal control


 Contributes to the development, design of financial policies/manual, financial guideline;
 Reviews procurement process and service/consultancy contracts under assigned grants to ensure procurement policy is strictly followed with transparency and efficiency;
 Reviews and updates financial templates;
 Provides on-the-job financial training and orientation to program staff.


D. Administrative and logistics support


 Coordinates and oversees the asset and inventory management per grants and by program teams;
 Performs other duties as requested by the direct supervisor and/or the Country Director.


Minimum requirements


 Minimum bachelor/college degree in Accounting, Finance or equivalent;&amp;nbsp;
 Minimum 4-7 years relevant work experience in international financial and accounting positions. Exposure to audit, international business or non-profit sector (NGO, International organizations) is an added advantage;
 Ability to handle multitask, prioritize, attention to details and management efficiently;
 Proficient in written and verbal communication skills in English Language;
 Computer skills mandatory, proficient in Microsoft Office Applications;
 Demonstrate skills in database management and record keeping;
 Concern for wildlife conservation &amp;amp; environmental issues is an asset.

I. Background:&amp;nbsp; 

The current COVID-19 global pandemic is killing millions of people globally and causing major impacts to livelihoods, society, and economies across the world.

COVID-19 is understood to have originated in wildlife, and most probably made the jump to humans in a market selling live wildlife in China or a connected link along the wildlife supply chain. However, the conditions that lead to the emergence and transmission of these zoonotic pathogens to humans are not unique to China; they also prevalent in wild animal supply chains in Viet Nam. 

Given the fact that the conditions leading to the outbreak and spread of zoonotic pathogens have been happening every day in Viet Nam and all over the world, we need to rethink the policy and legal systems. applicable laws and identify remaining problems in wildlife management and protection, thereby tightening regulations on wildlife trade and consumption prevention and control, creating a change in awareness. and wildlife use habits of a part of the population as well as making relevant recommendations to reform related policies.

Within the framework of the operation, WCS have worked with experts and consultants from different stakeholders to conduct a review of Viet Nam&amp;#39;s legal framework on illegal wildlife trade as well as policies on prevention of zoonotic diseases. The research report will focus on the following issues: (1) regulations on the control of infectious diseases in animals, especially wildlife; (2) policies to protect public health and the impact of epidemics on health, people and society; (3) gaps that limit the risk of zoonotic disease transmission as well as some other potential outbreaks in the wildlife supply chain; and (4) provide recommendations on policy and legal reform.

Base on the report&amp;rsquo;s output, WCS needs to recruit an independent consultant team to conduct the survey to consult with international experts and organizations in the country working in the field of wildlife conservation and public health, legislative bodies on the feasibility of a roadmap to amend and reform the system of policies and laws focusing on restricting and prohibiting commercial trade activities and wildlife consumption in Viet Nam; and finalize the recommendations, propose a roadmap for amending and before submitting the research report to the relevant agencies of The National Assembly and the Government consider including them in the annual law and ordinance-making program. The goal of these recommendations is to prevent and minimize the potential future risk of transmission of zoonotic pathogens to humans.

II.&amp;nbsp; Objectives:


 Conduct the survey at some provinces/cities identified as the hot spots of illegal wildlife trade;
 Finalize the recommendations and the roadmap of policy and legal reform related to reduce and band illegal wildlife trade and consumption in Viet Nam to mitigate the risks of zoonotic disease spillover along wildlife supply chain.

I. Background &amp;nbsp;

Wildlife crime is a complex, global problem that needs to be addressed through a variety of strategies. To move, hide and launder illicit money generated from the illegal wildlife trade (IWT), transnational organized crime groups exploit weaknesses in financial and non-financial sectors, enabling further wildlife crimes and damaging financial integrity. Financial investigation is an important step in ensuring those involved with IWT are identified and prosecuted fully. Using the tools and techniques available to investigate financial crime will aid in identifying revenues, property sources, money flows and the use of illicit funds in IWT. However, these tools have not been widely applied in investigating IWT and jurisdictions rarely investigate the financial trail left by this crime. To date, jurisdictions have not prioritized combatting the financial flows connected to IWT in line with the level of risk posed by this crime. A lack of required knowledge, resources and cooperation mechanisms often prevents law enforcement agencies (LEAs) from properly assessing and combating the threat of money laundering resulting from IWT.

In Viet Nam, despite wildlife crime being considered a predicate offence for money laundering crime (Supreme Court&amp;rsquo;s Judge Council&amp;rsquo;s Resolution 03/2019), and the fact that LEAs have made some significant seizures of illegal wildlife products, even during 2021 - 2022 when COVID-19 heavily affected global transport systems, there has not been any money laundering cases arising out of IWT investigations. The Asia/Pacific Group on Money Laundering (APG)-Mutual-Evaluation-Report-Viet Nam-2022 identified that &amp;ldquo;LEAs made minimal use of financial intelligence when tracing proceeds of crime, investigating money laundering and associated predicate offences like wildlife crimes. Challenges with the availability and quality of suspicious transaction reports (STRs) and weaknesses with FIU analytical systems and capabilities limit the volume and quality of FIU&amp;rsquo;s analytical products&amp;#39;&amp;#39;

WCS&amp;rsquo;s training assessment and evaluations in Viet Nam have also identified that police lack an understanding of money laundering, and financial information in relation to wildlife trafficking and receive insufficient intelligence products from the FIU, while prosecutors and judges do not have sufficient information to prepare AML related cases. There is also very limited exchange of financial intelligence between the banking sector, LEAs, and judiciary. These constraints, together with weak inter-agency coordination, have led to hesitation in undertaking financial investigations or pursuing AML cases, especially at the district level, where most (wildlife) investigations take place.

Following the APG mutual evaluation, the APG also recommended that Viet Nam (i) enhance the quality and quantity of its financial intelligence products; (ii) prioritize proactive financial investigations, including increasing the development and use of financial intelligence; (iii) promote inter-agency and international cooperation to trace criminal proceeds.

WCS Viet Nam collaborates with national partners to co-host training events to enhance IWT-related investigation and AML capacity of banks, FIUs, and LEAs in Viet Nam. Therefore, we are seeking an international consultant to support this work.

II. Objective

To develop and deliver, as appropriate, a training program (agenda, materials and handouts) on AML in wildlife trafficking for banks, FIUs, and LEAs.

III. Description of work:

The selected international consultant will work closely with WCS Viet Nam&amp;rsquo;s Program Manager and other relevant staff members to execute the following activities and deliverables within the identified timeline.

Details of this task will be discussed and agreed between WCS and consultant once WCS receives approval on organizing these trainings from national partners. A separate contract shall be signed for this task.

IV. Requirements (selection criteria)


 Experience in instructional management and development of training programs.
 Demonstrated profiles in training bank and FIU staff, law enforcement and judicial officials, preferably those with experience in Asia.
 Excellent coordination, communication, and facilitation skills.
 Experience working at the interface of NGO and Government on law enforcement.
 Knowledge of wildlife trafficking, anti-money laundering and financial investigation to support prosecution and conviction of wildlife crime is an advantage.
 Understanding of AML regimes in Viet Nam and previous AML experience with banks, FIU and LEAs in Viet Nam an advantage.
